Short answer: No.

Slightly longer answer: Microsoft Excel is proprietary software sold by Microsoft. To obtain Excel, you need to purchase it from Microsoft.

However, OpenOffice has its own spreadsheet application, called Calc. In most but not all respects, Calc functions in a very similar fashion as Excel. It is able to open Excel spreadsheets except for ones saved in the newer Microsoft Office 2007 format.

So you can download OpenOffice.org for free, and then you'll have a way of opening Excel spreadsheets provided they are not in the Microsoft Office 2007 format.
