I tested (both Linux and Windows) your example file and it does generate the I/O error in the latest version of OOo, but opened perfectly in SO 5.2. I created a couple of simple test (including graphics) ".sdd" files in SO 5.2 and opened them in OOo Impress without any problem. It would seem that the bug may have something to do with the complexity of the ".sdd" file.
