Which flavor of Debian are you using (Testing/Unstable)?
I have 2.3.1 in Debian Testing. This version of OOo is available on the
standard Debian mirrors. All you should have to do is (as root):
$> aptitude update
$> aptitude install openoffice.org
and you are done.
