This is a cleaner solution to this problem than the one H.S.
recommended, though his/her suggestion is more general, I think.
However, when I did this, Writer started using a new Paragraph Format,
"Header right" for right pages. Headers on the left used the "Header"
style. The asymmetry annoyed me, so I started using "Header left" on
left pages. I started tinkering with the details of both header styles,
I am not an expert in typography and printing. Having said that, I think
you are tackling the problem from the wrong angle. Your objective should
be whether you want a single sided document (in which case, header right
style will work for all pages), or if you want double sided document (in
which case left and right header styles will work). In the former case,
there is no tinkering to be done. In the latter case, all you should
need to do is to decide on the inner margins on the left hand pages and
their headers will turn out to be okay. At least, that is how it is done
in LaTeX, and LaTeX does this kind of stuff quite professionally.
