How about this for the right hand side pages:
1. Click in your header of a right hand page (odd numbered).
2. Slide the little right hand side triangle on the ruler above the page
towards right by the amount you want your page number near the edge.
3. Make your paragraph right align in that header.
Similarly, slide the little bottom arrow towards left for the left hand
side (even numbered) pages' headers and make that text left align.
Does this help? How does this compare with your method?
