You need to make sure that the language you select for your documents is the
same as the dictionary you have available.

Language for documents is selected using tools > options > language settings
> languages "defaut languages for documents".  If you see a "ABC" icon next
to the language you have selected this means you have a dictionary installed
for that language.

Additional dictionaries can be downloaded using the wizard "file > wizards >
install new dictionaries"...

Spell checking in Outlook will never work using OOo spell checker...
