It's perfectly legal to do so. The person you bought from provides a
CD with the software on it, enabling people without high speed internet
access to install OOo. Something they couldn't do easily if they were
on a dial up account.
As long as your supplier complies with the terms of the GPL, and
provides you a copy of the source code, should you ask for it (in
fact, it may even be on the CD), she's done nothing wrong.
