It is entirely legal for someone to do that. However, there's no need to buy OpenOffice as it's a free download from www.openoffice.org. Those selling OpenOffice on a CD provide a service for those who cannot download it. However, there are also other who sell nothing more than a download link, and provide nothing else for something you can otherwise obtain for free.
