What's the file name extension?  It sounds like it's not .CSV.

It appears to be a file association issue. My WinXp system opens csv files in notepad. If I want to open a csv file I have to select Calc by right click| "Open with" or open Calc and select the csv file from the file dialog. I just changed my system's file assocaiation for a csv file to Calc. Calc has to use the import wizard to open the file. If you think about it, a csv file is considered a text file, so one would expect it to be opened by an editor.

Here's what the help says:

Importing a CSV File
1.Choose File - Open.
2.In the File type field, select the format "Text CSV". Select the file and click Open. When a file has the .csv extension, the file type is automatically recognized.
3.You will see the Import text files dialog. Click OK.
