It is the responsibility of the program which interfaces with the word processing software to provide this compatibility, in this case "APA PERRLA". The OOo source code and interfacing development software tools are readily and freely available to anyone who wants them. Therefore, your question/request should be directed to "APA PERRLA".
Sorry, but there is nothing that can be done on the OOo side of this issue to resolve your problem. Unfortunately, you are just another victim of the Microsoft "lock-in" trap.
