I also tried reproduce the problem and I will make another guess:
When applying a character style OOo only applies those settings that
are *in the character style definition* different compared to the
default character.

In other words, if your modify in any way the font size value of your
custom character style, OOo will apply the character size to the
selected text.

I think however we would benefit from the feedback of a developer
familiar with this area.
