If I turn it upside down there is a label saying "This device comlies with
Part 15 of the FCC Rules. I don't know what that is, but it doesn't seem to
have anything with this subject to do anyway.

FCC stands for "Federal Communications Commission" a United States regulatory body in charge of allocating and monitoring radio frequency spectrum licenses. The label asserts that a sample of the product was tested and did not radiate radio frequency waves outside the limits. It has nothing to do with how the product functions with a program.
