JOE,
It doesn't quite work, for me at least with an HP 2550 series printer.
Also, the dims for "DL" aren''t those for a #10 envelope.
There's a predefined size called "Env. 10" in the drop down list under
Insert>Envelopes (in Writer). In centimetres it measures 24.13 x 10.48
which is 9.5 x 4.13 (4 1/8 I suppose) inches; is that what you need?
Your
'presonal favorite' only comes up 404 at the moment.

The "personal favourite" works fine for me ...
It points to an article about printing envelopes in OOo Writer by
Solveig Haugland so is pretty much guaranteed to give sound advice and
information.
I no longer remember where I downloaded this but attached is an
envelope specifically designed for #10 envelopes, and using USA Post
Office ZIP codes, which may not apply to you but you can delete any
ZIP code you do not need. It works pretty well on my equipment.
Experiment first on some plain paper to see how the printing setup
works before you waste envelopes on it.
