You'll still need his permission in writing (at least an email etc).

If all of that is too confusing, have your friend send me the permission
to use the document, and: 1) I will be happy to either assist you in
filing the issue (drop me a note off list), 2) or file it for you.
#1 is probably a better choice as then you'll learn how to use the
system (I'm still stumped by it sometimes), and will then be able to
track the progress (if any).
