According to the account found at http://www.theregister.co.uk/2008/04/17/uk_phishing_trends/ these rules have been in effect since 2005. It also states that historically banks have not used these rights to absolve themselves from responsibility.

What what would be interesting would be an official (or even unofficial) suggestion from a bank or high bank official that users should, if possible, use Linux or another non-Microsoft system when dealing financially over the web in preference to Microsoft. But I’ve not seen such an announcement.
