have you done a search for "desktop publishing openoffice.org"? You will
get a lot of results.
There is no "publisher" component as such, and OOo cannot open MS
Publisher files, but a lot of the functionality is there:

Alternatively some recommend Scribus or Sodipodi for the purpose.
Both open source cross platform programs.
