The current version is 2.4.1 and is available for free from
www.openoffice.org.
OpenOffice does not include an equivalent to Microsoft Publisher. If
Writer doesn't do what you need, you might consider Scribus, which,
like OpenOffice, is an open source application. It's available from
www.scribus.net.
