You can download a perfectly legal version of OpenOffice.org for free
from www.openoffice.org. Not only does it have no cost, it is also free
software in the sense that the source code is available for any use you
could imagine.
Have a look at http://en.wikipedia.org/wiki/Openoffice.org for some
independent background and history of OOo. Also check out their article
on free software.
You can use the software on as many computers you want or private,
commercial or whatever use you have for it. If you really, really like
it and you feel that you would like to pay something for it, it would be
better to send a donation to
http://contributing.openoffice.org/donate.html instead of paying people
on eBay for it. They are not doing anything they are not allowed to, but
the money you give to them will not help OpenOffice.org forward.
You can also contribute by testing OpenOffice.org for your purposes and
talking about it to people around you. This would be an even better way
to help OOo than contributing money. The more people that start using
OOo, the better it is.
