The help text says that "Tips are also displayed for some elements in a document, such as chapter names when you scroll through a long document." You can disable tips by going to Tools | Options... | OpenOffice.org | General | Help, and removing the tick from Tips.

Alternatively - if appropriate - you could suppress the chapter names by going to Tools | Outline Numbering... | Numbering | Numbering, and changing Paragraph Style to read "(none)".

Another trick is to choose a different horizontal position for the cursor: by doing this you can move the unwanted tip across the page, which may be useful.
