Assuming you're running Windows, there should be an OpenOffice folder and icons in your Start menu. You can use the icons to start the various OpenOffice components. You want to use "Writer" for your letter.
In Windows, you can right-click the shortcut in your Start menu, drag it to your desktop, and choose "Copy here" when you drop it. Or you may already have the Quickstarter running; if so, there's an icon with birds against a gray background in your system tray (usually at the bottom right of the screen). If you click that, it shows the OOo components, and you can click Writer to open it.

If you want information about using Writer, there is a lot of documentation available from the website. http://documentation.openoffice.org/manuals/oooauthors2/ is probably a good place to start.
