PS : Lisi, I seem to have misunderstood the nature of the problem you were
experiencing - on a closer reading of your letter I see that  the choice of
adding Japanese under *KMenu → System Settings → Regional & Language → Add
language was not available to you. While, as noted above, I don't have
Kubuntu* installed on my machine and therefore am unable to check, I think
it might be possible for you to install other languages via *KMenu → System
Settings → * Adept, and perform a search for «japanese». I presume that a
list containing, among a lot of other things, language-support-ja and
language-pack-ja packages for kde will then open, allowing you to install
the ones you need. No guarantee here, but it might be worth while giving it
a whirl....
