Hello Jeremy, Unforunately ovirt development have been stopped one year ago with el8.7 and setup haven't been tested for above releases of el. You may try to relaunch engine-setup on an outdated el 8.7 release and test if it is possible to update to 8.9 after a successful installation.
engine setup success in such conditions are just hypothetics and not tested.
