I suspect you right-clicked "save as" and so you saved a HTML file that
redirects to the actual font. (I did not try to run that HTML file, for
obvious security reasons).
I searched for the font and tried this:
https://github.com/getredash/snap/blob/master/snap-reference/fonts/NotoSansCJK-Regular.ttc
the left-click on "download".
(This is just one site, I have no idea if the font is correct and not
some virus. I didn't find the font on google for some reason)
