Justin, I would like to request permission to include the fix for
QPID-5648 into the 0.28 branch.  It fixes a regression in C++ client
connections over AMQP 1.0 on all platforms.  Alan reviewed the fix I
applied to trunk (https://reviews.apache.org/r/19792/).
