rereading my answer the issue is a bit different I guess ;-) (it still is a bad 
idea to transmit vCard 2.1 to a CardDAV server though, should be v3 minimum).

No, this is not quite right, look at it:

'Work cell' phone numbers get synced as 'work'. Neither Outlook nor iOS can 
differentiate between WORK;CELL and HOME;CELL, so they need to pick one type 
and ignore the other.

Looks like SOGo prefers CELL over WORK, and iOS the other way around (or just 
takes the last type).
In either case: whatever part emits the WORK as part of the TEL of a generic 
CELL, is to be blamed ;-)
