take in account that rules which are autopromoted from sandboxes and
which may only be active for a short period, may never see a translation.
Rules which are deprecated will probably keep an orphaned descritpion
from the lang files.
best will probably be to skip translations for rules in 72_scores.cf.
Those are the ones which come and go...
