I'm having similar issues after updating from tomcat7 to tomcat8.5. The build script for my app adds some sql drivers to tomcat's lib folder, specifically the derby driver. On bootup tomcat logs a ton of error messages saying that it couldn't find (what looks to be) internationalized resource files for derby, which aren't present.
