That is in your user profile not in the wiki administration. I was
talking about 
http://extensions.xwiki.org/xwiki/bin/view/Extension/Administration+Application
(bundled by default). Do you have administration rights on your wiki?
On the "Home" top level menu you should have an entry "Administer
Wiki".
