That's a difficult one to predict.  I think it depends on how much W.
emulates his father, who did after all sign the 1992 Executive Order.  I
think he signed it because of his background as a foreign diplomat, which
unfortunately W. is lacking.

I guess we'll just have to hope "like father like son" wins out over West
Texas roots...
