"However, the mandatory implementation of the metric conversion in these
three sectors raised the concern that freedom of choice for Canadians may be
unduly restricted. For this reason, the federal government imposed a
moratorium on the enforcement of these regulations in 1983. Since then, the
federal policy has been to allow the marketplace to set the pace of
conversion rather than force its use by regulation."

This 'freedom of choice' thing is pure simon Conservative hypocrisy and
humbug. If they were really so concerned about that, they should not have
started metrication in the first place as it necessarily restricts such
freedom. Either a country goes 100% metric, or it stays Imperial. What a
load of &*#@$ !!!!!! The real issue was Conservative doctrine and vote
catching. There were elections looming and the Conservatives won them! And
now, 17 years later this nonsense is still spouted in six letters, which are
all about the same. And the result of this hypocrisy is chaos and anarchy
like it was in France between 1812 and 1840. Napoleon lives!!
