Tradition.  The proposal which the CCU twice rejected was to "permit"
alternative prefix symbols: either da or D for deka; either h or H for hecto;
and either k or K for kilo for a trial period; precedent l or L for liter.
This would allow all prefix symbols for multipliers greater than 1 to be
uppercase symbols.  All prefix symbols for multipliers less than 1 are
already lowercase symbols.

That is not yet completely true.  The three exceptions are noted above.
