It's interesting to compare CNN and CNN International programs. CNN
International is transmitted on the CNNfn channel (Channel 206 on the Dish
Network) from late in the evening (Pacific Time) to about 02:00 or so. The
reporter you saw and heard was probably a CNN International employee.

CNN International is almost exclusively metric. In their weather reports,
when they show a summary of temperatures for major cities, they do include
Fahrenheit, but in second place. The spoken part of the report and the
weather maps are SI only.

Incidentally, I received a Smithsonian Report last week (something you get
if you're a Contributing or Sustaining Member), featuring the latest
information on the World's biggest telescope. All the dimensions are given
in SI. Only the first reference to the diameter has inches in parentheses.
All subsequent references are SI only. The report gives the mass in tons,
but doesn't say whether those are metric tons or short tons. However, as the
mass is only an approximation (intended to impress more than to inform), I'm
not too concerned about it.
