I don't find this to be true. We travel in Europe frequently and have found credit cards to be welcomed almost everywhere. Sometimes our travels have been in tourist type areas where one might expect this, but we have also found it true in areas not frequented by American tourists. Of course, small and/or rural businesses (and a few larger ones) may not be set up to handle credit cards, but the same is true anywhere, including in the US.
