Terry,

The cgs units in Table 9 and the other non-SI units in Table 10 were in
wide use before the official creation of the SI in 1960, and some of these
are still widely used.  They were and still are frequently described as
"metric units" even though they are not SI units.

Granted, the authors of the BIPM Brochure chose to use the terms SI units
and non-SI units rather than terms such as non-metric units, old metric
units, or new, or retained metric units for the SI, but that does not alter
the fact that the units of Tables 9 and 10 were and still are frequently
called "metric units" in both older and current technical journals and books.
