My guess is that tractive effort and buff strength could be expressed in terms of joules (J) or as (Nm). I've seen Nm used to express automotive torque as well.

If either is a power unit then my choice would be kilo- or megawatts depending on the number.

"Buff strength" refers to the force the end of the car can withstand before structural failure.

think a Genesis loco has less then 100,000 lb tractive effort. All Amtrak
cars have 800,000 lb buff strength. (Acela 1,200,000)
