Either he was once there and is speaking from experience, or he was
guessing.  It is somewhat of an embarrassment to be the only one doing
something.  One feels less embarrassed if they can find at least one ally in
their foolishness, even if that ally is not a model of forward thinking
nation.  Hence the US always associating itself with either Liberia, Yemen,
Burma, or whatever other name one picks out of the backside.
