Sorry - I made a typo.  This was (painfully obviously) meant to read:

"It's not exactly new news - but they've changed the road speeds to km/h, Steve!"

('they' being the (Republic) Irish)

It's not exactly new news - but they've changed the road speeds to mph, Steve!

What is this supposed to mean? The only change that has occurred is for the Republic of Ireland to change to km/h for speed limits.
