While I agree that a sane time standard is an excellent aim, we haven't
even got the whole world onto one measurement standard for length,
volume, mass and temperature (whereas, to my knowledge time is
standardised).  So, let's get the US over to metric (which will clean up
the remaining anachronisms around the rest of the world) and then push
for the change in time.
