Well, I wasn't thinking of _just_ sending them a ruler. Obviously, the ruler should be wrapped in a letter. The idea is to make the letter much more memorable (and encourage a thought out reply). I find http://congress.org to be very useful for getting a list of both federal and local officials rather than poking through senate.gov and house.gov.
