It means that whoever is making the decision on what appears on the label will 
only allow the consumer to think the amounts are based on English units..

What do you mean by "has to be"?

-Because of the format, the impression most likely is? I agree.

-For marketing reasons (or whatever), the impression must be? I disagree.
