Rejection of exports from the US which are not fully documented (as well as 
labeled) in SI might persuade a majority in Congress to move the US *more 
strongly* to SI.
 
SI is already "preferred" by public law in the US. Congress and (by delegation) 
other Federal entities have "fixed" or "set" or prescribed units to be used, 
not always SI and sometimes with *contradictions* that need to be erased.
