I would like to urge great caution in choosing your wording relative to things 
that don't currently require dual labelling.
 
*If dual labelling is currently required, both are mandatory.  Changing to SI 
required, Customary optional does not require action, it only allows action.  
Hence, it can be effective immediately upon passage.
 
*Things that currently require Customary and allow SI (random weight packages, 
beer, probably a few others) must be changed if SI is suddenly required and was 
not present before. Implementation date would have to be delayed to allow time 
to purchase new equipment and get set up to make the change.
 
I don't know enough about legislation to know whether these two cases should be 
handled in two bills, or it is possible to have two effective dates.  I would 
prefer that permissive-metric-only NOT be delayed by new requirements where SI 
units were not previously required.  However, we should still clean up these 
loose ends within a reasonable time period after the main change.
