For goods in standard packages, both are required; allowing the dropping of 
Customary is no problem, and can be allowed immediately upon passage.
 
Please reread my remarks.  Then look at the laws regarding random weight 
packages and also malt beverages (beer).  In both cases, Customary is required, 
supplemental metric is allowed (but not generally provided).  If the law makes 
a new requirement (SI required) it has to allow a reasonable time for 
manufacturers to come into compliance, thus delaying things.

That is NOT the the current situation.

Currently BOTH metric and Olde English measures are required. The proposal we
would like to see take effect is to PERMIT (but not require) labels to carry
metric ONLY. Thus the labels could include both (English & metric) or they
could include just metric.
