Eugene-- I really don't think that's practical at the present time.
However, another suggestion was made by members on the USMA list that does
in fact seem practical:
From: John Steele
Amending FPLA for permissive-metric-only requires Congressional approval.
However, the assumption is NIST would recommend it to Congress.
From: Mark Henschel
NIST has prepared the legislation, but it first has to
be accepted by the Cabinet before being submitted for Congressional
action.
I would be willing to write my congressman on the Science, Space &
Technology Committee when NIST submits the recommendation to Congress.
This narrowly-defined, but important legislation might just have a chance
of passasge if the cabinet and NIST approves it.

Martin,
Can you persuade Eric Swalwell to sponsor the following Bill in the US
House of Representatives?
"With the objective of bringing the United States into harmony with
world standards for trade and commerce, *only* units of measurement from
the International System of Units (SI), as defined in Special
Publication 330 of the National Institute of Standards and Technology,
shall be legal for retail trade and commerce
throughout the United States,
effective January 1, 2020."
