No there is not. 

Power is computed by squaring the real and imaginary components of the signal 
and adding and averaging over a suitable time interval. 

Phase is always measured relative to some other signal. So measuring at the 
antenna port makes no sense.  Unless you’re talking about measuring signal 
phase change. Which is definitely still a digital domain question.
