Guys,
I have been sitting on my hands for five days now because I assumed that 
publicly (on the list) chairs need to speak in one voice. Since Leif's opinion 
"as a chair" doesn't represent my view and we are still working behind the 
scenes on convincing each other ;-) here is what I think.

First, we have got multiple explicit votes for adoption of both documents as 
the starting point for the WG work. We have heard one objection from Jim Felton 
to the 'sts' draft. No objections to the 'reports' draft. In my opinion, the 
ongoing discussion on the list clearly shows rough consensus. The authors 
should be working on making changes to the text that reflect any additional 
agreements (if any) since the last version and document the remaining open 
issues - as a new section in the end.

Secondly, I strongly encourage not losing the momentum and continue the 
discussion on the remaining 'unclarified' technical details. It demonstrates 
practical interest in the proposed solution, helps to clarify the open 
issues... and make everyone understand them ahead of "voting" on them in Berlin!

As I said, Leif and I are still working on resolving our differences, so please 
stay tuned for a little longer (but not for too long ;-) ) for the official 
chairs guidance.
