Sounds like a safety problem.  If you can make an issue into a safety
problem, most manufacturers will try to resolve it before the Transportation
Department "throws a little press on it".

I can guarantee that your rep. didn't contact corporate himself.  First he
had to convince his boss to convince the US top boss to write a letter to
corporate-Japan outlining the problem.  After a couple of months, they would
invite the boss over to Japan to "discuss" the problem.  At the meeting, the
US-boss can only say or ask exactly what was written in the letter.  Then, a
month or so later, corporate-Japan will release a letter stating what they
decided.  I know exactly how this works.  Its very time-consuming and
aggravating, but it is their culture and they won't do it any other way.
