They definitely have to come off.  I procrastinated for a long time before
pulling the stack.  The fuel bowl covers are REALLY on there.  Its amazing
how tight those screws are from the factory.  I couldn't see any evidence of
lock-tite, but after twisting the Phillips head on one I reverted to a 3/8"
impact, which worked great.
