Sorry to say but it is seized!
That piston has gone too far out and the only way to repair this situation is removing
it altogether by applying the rear brake till the piston is on your hands. ( all this
time you must protect all your paint work including the lacquer on the rear rim, since
brake fluid will damage all it finds on its way.
You must also dismantle the calliper and thoroughly clean every part with air and
fresh brake fluid. With a clean cloth rub both the piston and the calliper sleeve to
find the slightest damage to both surfaces. remove the seals and clean them.
Then if you can feel with your fingers the slightest damage to either surface, using a
metal polish remove any traces till both surfaces are totally smooth. If the damage
can be felt clearly with your finger nail than it might be time to replace the whole
unit. Hopefully not.
Dabbing both parts with brake fluid once more and using compressed air try to make
them smoothly slide between each other ( do not use the seals at this time). I fully
recommend buying a new set of seals.
Put everything back together and purge the system till there is no sponginess feeling
on the rear brake lever.
Check for the slightest leaks the following riding days and remember that new pads
take a while to bed in.
