plastic housing around radiator cap

what purpose does the plastic guard around the radiator cap
serve? putting on after market scoops that require it to
come off,also has anyone herd of a company called fastmax
pulled his web page up once believe he is out of calorado he
was making tail peices for dale walker at one time if anyone
knows how might one conntact him.
